hmm maybe thats the problem.

i havent set anything for output 1. what do i have to do and how do i do it?

Ok go into programming and then go to onboard options then output 1 configuration.
Then change configuration to 01614. Do the same for output 2. Now both outputs are configured to alert on all fire and police alarms. Leave your wires on output two or change them to output one either way it should work fine.
